The following commands need to be migrated to craft-application `AppCommand` and moved out of `snapcraft.commands.core22`:

- [this check](https://github.com/canonical/snapcraft/blob/9ba96154e4bc09dc466ebe6cbbe24daddfa45238/snapcraft/commands/core22/discovery.py#L93) needs to be updated
- [ ] `expand-extensions` and `list-extensions`
- [ ] `init`
### Why it needs to get done
- `snapcraft list-plugins` is unimplemented for core24 and does not run
- The other commands work but should be migrated
