Add SpringBootFrameworkV2 (targets ubuntu@26.04, inherits SpringBootFramework) and a SpringBootFrameworkFactory that dispatch the V1 or V2 extension class depending on the base. Implements ISD283 (internal) for the spring-boot-framework extension.
