### Check existing issues - [x] I've verified that this request isn't described by any existing issues. ### Request Update Rockcraft to use the metadata mediation framework provided by craft-application. Rockcraft currently doesn't generate metadata files, but migrating final artifact generation to prevent unnecessary repacking is still required. ### The problem it solves Required by the testing workflow.
