Issue body

Purely mechanical reformat of `pyproject.toml` using `tombi` (consistent 2-space array indentation, alphabetically-sorted array elements) — the TOML formatter Starbase's tooling enforces via `make format`/`make lint`. No semantic changes: verified with `tomllib` that the parsed config is identical before/after aside from list element ordering. Extracted from the Starbase merge (#270) as its own preparation PR, per the update-starbase skill's guidance to keep mechanical reformats separate from substantive changes. 🤖 [BEEP BOOP, A BOT WROTE THIS COMMENT - Claude Sonnet 5, GitHub Copilot CLI]
