Mechanical reformat of `pyproject.toml` with tombi (indentation, quoting, and key ordering only; no content changes).
Split into a preparation PR per the Starbase merge policy: tombi is a newly introduced default-enabled formatter (wired into `make format`/`make lint` and pre-commit by the Starbase sync), and its whole-file reformat is unrelated to the merge's content changes, so it gets its own review unit.
Provenance: tombi support was introduced upstream in starbase#597 (canonical/starbase@79fa93c). This PR applies that formatter to debcraft's existing `pyproject.toml` ahead of the Starbase sync merge PR.
